What the learning phase is, and why it decides everything
When you create a new ad set, Meta has no idea who is most likely to buy from you. The system needs enough data — typically around 50 optimisation events in 7 days — to find the pattern and start delivering efficiently.
Until it reaches that number the ad sits in "learning": cost per result is usually high and erratic, because the system is still testing many different audiences.
A simple calculation tells you whether your budget is enough
Say your expected cost per order is 40,000₫. To hit 50 events in 7 days you need roughly 2,000,000₫ for the week, or about 285,000₫/day.
If you set only 50,000₫/day, the whole week gives you 350,000₫ — fewer than 9 events. The ad never exits learning, and the money goes out with almost no orders coming back.
